Summary of Changes
A font-weight of 200 is not available with Arial and not available unless installed with Helvetica, If installed it causes inconsistent styling. This PR removes all CSS properties of font-weight 200 in Bootstrap.

Changing the Bootstrap files is not a good idea as it would change all templates which include those files.
If you want to change it for Protostar, do it in the Protostar files. Or you could so something in the bootstrap-extended.less which afaik is a Joomla file, not original Bootstrap.
