Steps to reproduce the issue

  1. Disable the parameter "Create Custom Fields" in the options of any extension supporting custom fields (eg com_content)
  2. Access the fields / fields group managemant views by using the URL directly (or reload it from earlier visits). Eg "administrator/index.php?option=com_categories&view=categories&extension=com_content.article.fields" for field groups and "administrator/index.php?option=com_fields&context=com_content.article" for fields.
  3. Try to created / edit / delete the items.

Expected result

Shouldn't work since we have disabled the feature.

Actual result

Everything is still manageable. The only thing that option does is show/hide the links in the sidebar.

Additional comments

Imho, that parameter could be removed safely. If anything, the links should be based on ACL, eg only showing the links if the user is allowed to do anything in it.
The other way would be to enable/disable custom fields completely, doing several checks in com_fields. Eg if we disable the option, custom fields also wouldn't be shown anymore for that extension.
Only having the option to enable some menu links doesn't make sense to me.

If i remember this "feature" was a result of my request. Once you have set up the fields on your site you can now choose not to display the links to setup fields on your site. Keeping the interface cleaner.So i dont think ACL is the way to resolve my feature request. (Not saying that it is right you can access it via a direct url)

Ah I see. I can understand that request as I don't like much those links in the sidebar.
Maybe we can come up with a better approach, or at least naming the parameter better.

IMO if somebody wants to go directly to the url and create fields for a component where it is disabled then let them do that. I think hiding them from the sidebar is enough.

I think it's just a terminology thing. Changing it to "Enable" makes the purpose much clearer in my opinion.
