[#12875] - Joomla 4.0: Cleaning up routers from 3.7

This removes all the legacy code from the component routers from 3.7 for 4.0 and it also now ALWAYS throws a correct 404 as far as the router can discover this.

Please note that the unittests are currently NOT running. They fail with some JApplication error unrelated to this PR.
