Steps to reproduce the issue

When you disabled all cache in global config you can't set the cache time and engine: so far so good.
But, the issue is, you can have page cache (or other mecanisms) enabled.

As far as i know they will use the cache time and engine from global config that you can't modify because is disabled ....

So something is not correct here.
IMHO:

• Or joomla remove the showon attribute even if cache is disabled,
• Or joomla only allow to use the cache by plugin when cache is enabled in global config (a warning message for instance). ### Expected result
