The menu Users has 6 submenus
but the views that you get for the first 5 menu items have a left menu with only those 5 submenus.
The 6th menu item "Mass Mail Users" is missing
Summary of Changes
This PR adds the "Mass Mail Users" submenu that is listed under the Users menu,
to the left menu of all Users pages (via the aministrator/components/com_users/helpers/users.php helper file).
Testing Instructions
Before the PR:
backend: Users > Manage
After the PR:
backend: Users > Manage

Sorry but I dont see the point in this. You could use the exact same
argument about all the top level menus. For example the Content menu and
the media manager

I am closing this one. It is not correct or you would have to add all top menus to the sidebar etc
