Steps to reproduce the issue

  1. Set up a Joomla site with timezone != UTC

  2. Publish a banner with 'Finish Publishing' set to some datetime.

Expected result

Banner should stop showing in frontend at exactly the 'Finish Publishing' datetime: not before, not after.

Actual result

E.g.:
Server set to TZ: CEST (UTC+2).
Joomla Global config Server Time Zone: *** (should resolve to CEST).

Banners with 'Finish Publishing' set to aaaa-mm-dd 00:00:00
(i) will actually stop showing in frontend at aaaa-mm-(dd-1) 22:00:00 CEST
(ii) oddly enough, in backend list they will show as 'Published and is Current' / 'Published, but has Expired' as per local time, not per actual behavior.

Additional comments

Database publish_up and publish_down fields are UTC. Obviously, this info is adjusted to local time for some operations but not for other.

No, articles will publish up and down as scheduled. This affects only banners, both start and finish times.
