Please revert the FOF change. There's already been a precedent set that
the PLT will not make changes to this library. That should include changes
to its manifest or language files (which would also come from upstream).

• go to com_installer -> manage -> manage

• select the type Library

  see all items are translated (no language string)

  install https://github.com/zero-24/joomla-cms/archive/using_
  langugestring.zip

• go to com_installer -> manage -> manage
• select the type Library
• see all items are still translated (no language string)
