Summary of Changes
Similar to #11587 this deprecates the JFacebook class chain in favor of its Framework counterpart. This enables a decision to be made at 4.0 with regards to whether this package should even be shipped or it be used as a library by developers who need this functionality.
Additionally, IIRC this package was originally written against v1 of Facebook's Graph API and is mostly unmaintained since then so it may not even be usable with the current supported versions of the API.

Facebook Graph API v1 has been shut down on 30th of April 2015 (some links to API docs in docblocks don't work anymore).
I think we should drop the package until it's refactored to work with Graph API v2.7+ or use 3p.
