In article add/edit view, on click of image button we can see this popup, correct?
I have checked in latest staging, in latest popup there are more options available. Please see attached screen dump for that.

As the Media Manager is being completely replaced its probably best to just
close this ?

Yes there are two places that this modal is used. One is from the insert image editor-xtd button and one is from the Select image button in the Images and Links tab

From the button you get the screenshot from @RonakParmar
From the select you get the screenshot from @jayblaq

So currently your suggestion would not be possible because the space you want to use for the upload as you show in you screenshot is already used when the same view is used from the button

I am going to close this at this time as "nice idea but not possible"
