I always manage to hit next before I see/remember the option to install the additional languages.
This purely cosmetic PR reorders the screen to make installing additional languages and makes it seem part of the install process and not something as an afterthought (I hope)
I am sure designers can make it look even better ;)
To test you will need to either download and install Joomla from here https://github.com/brianteeman/joomla-cms/archive/instal.zip or apply the patch to your test install of joomla - remove the configuration.php from the root. refresh the screen and reinstall Joomla

I always have inbox zero
but reggarding this PR. I still think this install llanguages/sample data process needs to be reviewed in terms of UX.
Everything needs reviewing for ux but if we wait for that then hell will
freeze over
please go on with this like it is for now, review can always be done after, if there will be people available to do a complete UX review, IMHO this pr is a step forward, unfortunately there are some forgetful like me, i believe i'm not alone in this...
I did it because it fixes a problem for me. I'm glad it fixes a problem for
you and I hope it will be merged to fix a problem for others.

Nice.
I guess the next step would be to separate totally install languages/multilingual from the remove Installation folder. Something like having an intermediary step where one can Install extra languages OR not with a special button to go Next i.e. directly to the Remove Installation folder.
thanks it is just a bandaid. Anything more would be a next step with a
complete modernisation of the installer

I have tested this item✅ successfully on 4289006
even if designer can make it appear better, for forgetful people like me, it surely help to don't forget to install languages if needed
