Adding "category on fly" functionality when create/edit contact.

Testing Instructions
- Apply patch
- Go to Administrator -> Components -> Contacts ->Contacts
- Click "New"
- Enter contact name
- Go to category list, enter category name and press "Enter" :
- Save contact
- Contact and new contact category "Example" were created
- Do the same test when editing
