Core component Tags doesn't have 'Edit Own' action and in default.php file where is a test on variable $canEditOwn, never initialized before. This cause a set of PHP notice errors in back-end tags component list.
Summary of Changes
Removed test on varaible $canEditOwn
Testing Instructions
Set PHP error reporting level maximum and use a user that doesn't have edit permission on tags component. For example a user in a group child of 'Author', with access to tags administration and to Joomla backend side. Pay attention: if you create a test group from scratch this must be part of access level 'Special'
