Install latest staging (but issue may be present in earlier versions).
Install multilanguage functionality (but may not be related to issue).
Clear browsercache and login in backend.
Go to Menu > Add New Menu Item (of any Menu Type).
Then just click Cancel.
View all menu items.
You will see a '403 You are not authorised to view this resource'.

Just updated my staging and its ok
It looks like this issue still exists. I have applied patch #10460 on the latest staging and can still reproduce this 403 error.
I will try to find the scenario in which this error occurs.

@brianteeman, yes, it is hard to repeat, the problem does not seem to occur every time.
This is what I have tried:
This may or may not show the error, because it does not occur always.
Cleared Joomla cache and browser cache frequently, logged in and out multiple times, looks good with both patches applied.
I can not reproduce this issue again now. Hope these patches are merged into staging soon.
test them and mark them as tested with success.
more tests will probably help get them merged
