Patch Tester b3 :)
Tried to apply patch 7129 - Rebased download system/environment information
Expected result
Patch applied

We just got the same issue again when try to apply joomla/joomla-cms#7052 as well. I'll try and run it again.
hmm this works on my end too.
I can't duplicate it either. Either with the tagged release or the current dev head. With or without GitHub credentials, behaves as expected.

I believe it was fixed with joomla/joomla-cms@ccb4c1f - although not 100%
I could never replicate on my laptop - but was seemingly an issue with their server
