i dont know if this is a J4 or a pathctester bug so i am reporting it here first

using patchtester v on j4 and the click on fetch and the modal opens

in j3 it would show me which page it was currently fetching etc and then tell me to close the modal and the list of patches available for testing would update

in j4 it never changes from page 1 - but if you close the modal (after a while) and then refresh the screen you will see that the latest patches for testing have been collected

The underlying refactor in 4.0 to use the Framework's HTTP package has a small B/C break with how the headers array is processed (JHttp in 3.x and Framework v1 process the headers array one way, Framework v2 uses a PSR-7 compliant Response object which defines the headers array another way), so I had to commit 1a5b47a to address that.

I'll tag a new build after I get to Europe with all the latest changes.
