3rd party extension may have tagged items without an access column. Those are saved into #__ucm_content with access = 0.
Currently they show in the similar tag module, but not in the tag view.

This PR fixes this.

There is no sense in an access check in the layout since it's already done in the model.

core_access may be 0 if a 3rd party extension doesn't have an access column in their table. The tagged item would never show then.
