This PR normalises href links to administrator base by adding index.php where necessary.
For Isis top left Joomla icon
For Show Admin in status bar.

successfully on aa6f1a3
Tested with success.
Hint for other testers: For having the "Show Admin" link to be tested in the bottom status bar, you might have to set parameter "Show View Administrator" to yes in the options of the admin module "User Status".
What I could not test is if this correction helps for the issue described in #9289 because I do not have and do not want to have such a rewrite rule in my .htaccess as described there.
