[#8471] - BCC language string in Mass Mail

The current string makes no sense at all - asked on glip and two people gave two different meanings and both of those were wrong.
After testing it out this change seems to best describe the actual behaviour
Before
COM_USERS_MAIL_FIELD_SEND_AS_BLIND_CARBON_COPY_DESC="Hides recipient list and adds copy to site email."
After
COM_USERS_MAIL_FIELD_SEND_AS_BLIND_CARBON_COPY_DESC="Hide the recipient list and use the site email address for the To: field."
