[#8433] - Custom position for modules not possible when few template positions

Test:
- Tested with staging. 3.5.0 beta 2015-11-13.
- Make a backup of your database to avoid new installation after test.
- Go to module manager.
- Trash all modules.
- Empty trash.
- Go to extensions > templates.
- Set protostar as standard template.
- Go to etensions > Manage > Manage.
- Deactivate all other frontend templates.
- Open file /templates/protostar/templateDetails.xml
- Remove positions so that less than 10 are left:
<positions>
<position>banner</position>
<position>debug</position>
<position>position-0</position>
</positions>
- Go to module manager.
- Create an new module.
- See field position. You cannot enter a custom module position.
- Apply patch. Try again.
- enter a custom position.
- Save.
