[#8424] - Creating new article unnecessarily load versions
User tests: Successful: Unsuccessful:
To test: When creating a new article check that the version history isn't loaded anymore.
Also ensure that when editing an article the versions are loaded as before.

I have tested this item 
successfully on 1d3b576
With this patch the "versions"-button is not shown when creating an article in the frontend and thus is consistent with the behaviour in the backend.
When editing an article I gets shown. Thanks!
