You're just seeing a catch up commit that github ignores when merging because it knows that movement already happened. The move of the rule subpackage for 3.0.3 was part of that. They are in the right folder. So the only commits for tags so far are the 25 listed. A commit this size it's better to pull the branch to test than to try to apply a patch.

Not sure why but for some reason you're adding the form rules with this pull request again in another folder. I guess you added them by accident?
