This is a redo of #7185 but without introducing BS affix
Should work with all browsers but the idea here is to fix #5970 and safari rubber band effect that messes up the buttons!

try pages with long lists and observe if toolbar buttons are correctly rendered

Well, nothing seems broken on any of the three browsers I have (Chrome, Firefox, and Safari). So I'd say this looks OK.
