Patch for #6941 to correct inconsistency with order of Filter options under [Search Tools] button.

In back-end > Content > Articles, click on [Search Tools]
The order of the Filter options is currently

The order of the Filter options is currently

I think Max Levels should be next to Category because it's levels of subcategories. Or should be named like "Max Catgory Levels"
