Reset the timelimit on each iteration so that we don't timeout while downloading.
I know it's difficult to duplicate this problem but I assure you, it is very real.
This is #1668 reborn.

Something seems to have changed on our network so that this issue doesn't affect me anymore. Seems like it never happened to anyone else anyway so maybe this isn't needed.
I know this is your second attempt at getting this change in but as the com_joomlaupdate has been almost completely rewritten now for Joomla 3.6 I am going to close this here
