It seems that the GNU GENERAL PUBLIC LICENSE in LICENSE.txt in Joomla has been modified and is no longer the same as the original GPL License published at the FSF.
This PR replaces the text with the current source from Free Software Foundation - http://www.gnu.org/licenses/gpl-2.0.txt
I've made no changes from the original from http://www.gnu.org/licenses/gpl-2.0.txt - any changes you see are changes someone had made before and are being reverted to the clean GPL text as distributed by the FSF.
No change to the actual terms of the license.
Lets hope this doesn't open a huge can of worms
