add ul for tabs to the startPane function-- otherwise there's no controls
added javascript to addPanel function to inject new li tab into bootstrap tabs

Thanks Tim. Corrected patch as described in tracker and merged with eclipse.
Would someone please take this on. It is critical to a 3.0 implementation we are rolling our very soon.
