Strange title, right? You would thing that within an application, when a constant is defined, it will always be referring to the same thing - but that's not the case in Joomla.
Depending on where you are, JPATH_TEMPLATES could point to {root}/templates OR it could point to {root}/administrator/templates.
Also, JPATH_BASE could point to the root directory OR {root}/administrator
