And if we are going to make the change here then we should do it everywhere and in this specific file we should probably change the link to http://www.gnu.org/licenses/gpl-2.0.html to be https

While it does work, personally, I wouldn't suggest advertising joomla.org links with HTTPS until the sites are updated to work completely over SSL (there are several mixed content warnings and the YouTube video on the homepage isn't loaded).
