When accessing /administrator/index.php?option=com_installer&view=languages (Install Accredited Language Translations), we get a partially populated list of available language, like, e.g.:
Bahasa Indonesia
EnglishCA
Finnish
FrenchCA
Montenegrin
Serbian Cyrillic
Sinhala
Swahili
Vietnamese
Welsh
The actual list may vary...
Clicking on "Find languages" does indeed load all available languages, but I think this partially populated list is quite misleading: it wold be better to have the list empty or, best, completely populated.
@brianteeman fresh install?
@smanzi can you check if this is fixed after a disable and enable the update server on the new Update Server view?

Yes and / or disable --> enable the update server on the installation you use to reproduce the issue.
As you see after a fresh install I have partially populated lists of available languages.
Only by clicking on "Find Languages" (with the updated server active) I get the full list (comapre first and last screenshot...)
BTW, the "Name" for the "Accredited Joomla! Translations" "Update Site" seems to be wrong: it says "English (United Kingdom) "
"Location"s too are quite debatable, IMHO...

I didn't got that when installing a new language a new update server will appear in the list, that's why "English (United Kingdom)" sounded strange. Yet, now, with Italian installed I have a new "Accredited Joomla! Translations" Update Server but its Type is "Package" and not "Language"... But let's forget about all of this... just minor things! (and I know Nic enough for not wanting to put myself in a debate about this: I'm sure he's right! )
Have you seen my results for the "Fresh Install"? is that different from yours?
Hmm, is it really a limited list which is displayed at the beginning, or is it the full list but with wrong sorting? The screenshots do not show this because the page limit is 20 and the number of pages is not shown.

@richard67 it is absolutely a partial list (not a sorting problem)
@brianteeman that's utterly strange... I don't know what to say... my first screenshot is just after having performed a fresh install (DB totally purged, configuration.php deleted, code synced with latest staging, performed installation) and having directly gone to the "Install Languages" page...

Well, I have a 3.3.4-alpha, not a clean new install but from updates, and it behaves as shown in brianteeman's video, I just have checked the same procedure. It started with an empty list.
