Clean up the CLI files

  • Move Finder CLI out of it's own folder and rename it
  • Move garbage_cron to an executable PHP file and refactor it to use JApplicationCLI
  • Sync Finder CLI bootstrap to framework's
  • Use JApplicationCLI::getInstance

Why are you removing index.html file ?

I moved the Finder CLI out of its own folder, and until @realityking had said something, I'd forgotten to delete the index.html file.
