Another idea to check: You seem ton have a custom editor there and some 3rd party plugins which interact with the editor. Try disabling those and see if it makes a difference.
Also check the browser console for JavaScript errors
Thank you for your time and suggestions. I was able to determine that this problem is tied to the concurrent use of the custom editor(RokPad). When I switch the editor to another the problem is resolved. I'll report the problem to the editor developer.

I am experiencing the same problem! I am using default tinyMCE ??
In that case it not enough to say you have the problem. As mentioned it not reproducable on a clean environment. Suggest you ask for support on the forum or provide details to reproduce.

I can't reproduce this on my servers.
Can you test this on a clean installation?
Also try to raise error reporting to maximum and see if there is an error shown.
