Pull Request resolves #42172 .

• I read the Generative AI policy and my contribution is either not created with the help of AI or is compatible with the policy and GNU/GPL 2 or later.

Summary of Changes

The CLI updater now records the progress of the update in the same way as the web-based updater, including:

1. The downloaded update file.
2. The start of the installation.
3. The cleanup process.
4. Completion of the update, including the new Joomla version.

Testing Instructions

Ensure the site is running a Joomla version that has a newer core version available.
Set the Joomla update channel to the appropriate channel containing the update.
Open a command prompt in the Joomla installation directory.
Run:
php cli/joomla.php core:update
Check the Joomla update log at:administrator/logs/joomla_update.php

Actual result BEFORE applying this Pull Request

The installation log is recorded before the finalisation step rather than immediately before the Joomla files are installed, and there is no completion log entry after the update has successfully finished.

This makes the CLI update log incomplete and does not accurately reflect the sequence of operations performed during the update.

Expected result AFTER applying this Pull Request

The CLI core updater records the complete update process in the correct order just as you get with the web update:

START → URL → FILE → INSTALL → FINALISE → CLEANUP → COMPLETE

NOTE: there is an additional log entry as reported #42171 which is not resolved by this pr
