Pull Request resolves #46359 .

Summary of Changes
As discussed in joomla/Manual#546 there is no need to explicit test and document INI Parser Support availablity.
Maintainers I think this is the correct branch for this but I am happy to rebase it
Testing Instructions
There is no check step 'INI Parser Support' existing in the Joomla installer or more visibly in the pre-update check for joomla updates
