Pull Request resolves #43736 .
this is a bug fix but I made it for 6.2 as I think thats the correct branch at the time of writing - happt to rebase it if maintainers decide otherwise
Skip the Force SSL availability check when saving the global configuration from the CLI.
The Force SSL check makes an HTTPS request to the configured site to verify that HTTPS is available before enabling the option. This check is appropriate when saving the configuration through the administrator, but it is not really appropriate when the configuration is being changed through the CLI.
This PR just disables the check when in CLI. It's the minimum change required to get this to work
check that force_ssl is set to 0 in the global configuration.
from the cli run
php cli/joomla.php config:set force_ssl=2
check that force_ssl is now set to 2 in the global configuration
[Error] Call to undefined method Joomla\CMS\Application\ConsoleApplication::setUserState()
[OK] Configuration set
