Animated scrolling causes bad experiences
User impact
The issue can cause confusion for users.
Remediation plan
Implement a component-level and template-level fix that removes any auto-scrolling and loss of context.
Steps to reproduce
1. Open the Extension "Install from Web" workflow.
2. Activate the control that causes scrolling or animated movement.
3. Observe the animation and focus position.
4. Repeat with reduced motion enabled and with keyboard input.
5. Observe problematic or unavoidable animated scrolling.

Expected result
The functionality would be presented by a element instead, or by showing the real installation button at the top) or at least respecting user’s prefers reduced motion preferences.
Actual result
Animated scrolling is unavoidable. In addition, the keyboard focus is not set to the section the user has scrolled to, so when a keyboard user presses the tab key to go to the next item, they end up at the top after scrolling to the top.
