Editor disappears when scrolling in small viewports
User impact
Users on zoomed layouts or small screens may lose access to controls, values, or content needed to complete the task.
Remediation plan
Adjust the responsive layout and component behaviour so the relevant content and active values remain visible and operable at small viewports and zoom.
Steps to reproduce
- Open the edit form containing the WYSIWYG editor.
- Use a 320x256 CSS pixel viewport.
- Scroll through the form.
- Attempt to reach and use the editor and toolbar.
- Observe that the editor disappears or becomes inaccessible.

All functionality is available irrespective of viewport.
Actual result
In small viewports, when opening the three-dot menu to show toolbars, the editor disappears when scrolling the page. This means that there is only an empty space instead of the editor.
