Summary of Changes
We can see DivisionByZeroError error under certain conditions, when the list.limit state is 0.
Testing Instructions
Ensure that Display Select is enabled in Tags component options.
Open /index.php?option=com_tags&view=tags&limit=dummy&start=10000000000000

✅ Final test before merge with JBT
- Before PR seen the 'Division by zero' frontpage exception
- Applied PR with Patch Tester
- No error anymore, info 'There are no tags to display.' is shown
- Installed sample blog data and tag listing is still working with:
- Given URL
- Site module 'Tags - Popular'
