Summary of Changes
Moves the JCrypt / \Joomla\CMS\Crypt package to the Joomla 7 backward compatibility plugin.
Testing Instructions
Not used in core.
Create a file which require JCrypt or better \Joomla\CMS\Crypt and try it with and without bc plugin active
