Summary of Changes
During the development of #22126 the code was refactored and the new language strings were moved to com_mails but were never removed from com_config
I have tested all the strings in com_config introduced in #22126 and verified that these ones have never been used.

@brianteeman I think that's what @HLeithner requested. Before the rebase, please don't do a branch update to latest 5.4-dev to avoid unrelated changes being shown after the rebase.
its a pointless request - just creates more work for me that i dont have the time to give
