Observation: In other modules like Articles the Save as copy is functioning with out any error.
I believe this warning is displaying intentionally and I don't think that it is a good idea to copy user groups with the same name or with something like "Copy"(generated automatically) at the end as this may lead to problems with the groups in question. Still, I get your point and I see the same error on my end.

Yes the warning is intentional and behaving correctly
However if you copy an article or a module and dont change the title then a
(2) is appended to it. So I think if there is to be a change it would only
be to ensure consistent behaviour throughout joomla

I think we should leave the button there. If you have to create multiple groups, having the Save & Copy button will save your time. So maybe I will make a fix which add title (+2).... to the group title (same as how articles, modules... work).

I see what you mean - but it is asking for a unique name so if you change it slightly it saves it fine rather than saving as say Registered copy.
