Summary of Changes
We've had a framework package for the preloader for a long time, but didn't use it. The PreloadManager in the CMS and in that package are basically identical, so this extends the CMS class from the framework package and deprecates the CMS class as well. It also changes all calls to the framework package instead.
This PR depends on joomla-framework/preload#9 and a new version of the package to be released.
