What happened?

  1. 5.4-dev installation
  2. Install language Persian (Iran) fa-IR
  3. Create/Change user to use fa-IR in backend
  4. Create an article and switch to Publishing tab
  5. Use date/time-picker, set hour or minute

Expected result

Selecting minutes are saved in the same field and same for hours.

Actual result

Minutes or hours are saved in the opposite field, see screen recording:

Additional Comments

The left-hand field shows hours, with 24 options to choose from, and the right-hand field shows minutes, with 60 options to choose from; the two may be in the wrong order?

to avoid confusion - the hours:minutes should be displayed exactly the same in both LTR and RTL

It seemed to work correctly in PR #46910.

Now, I tested version 6.1.0-alpha4-dev, and the fix from PR #46910 does not work in it. Of course, I don't know if PR #46910 has even been applied to that version.
