Pull Request resolves #47635.

Summary of Changes
Load the extension mainfest file to create the class from the correct extension_root parameter as source is only compiled once.
Testing Instructions
- Extract the file plg_system_test1.zip into the folder /plugins/system/test1
- Extract the file plg_system_test2.zip into the folder /plugins/system/test2
- Discover install the extensions

I discovered the issue when I install on cli. Will see if it only happens there.

@laoneo Hi Allon, during the April 24th, 2026 PR Testing Group session with a Joomla Nightly Build from today, I was NOT able to replicate the BEFORE conditions/issue.
When selecting both plugins (which btw came up automatically on the Discover screen - didn't need to hit the Discover button), when I installed both I got:

Discover install successful.
Test 2
so based on the testing instructions, we did not match the BEFORE condition.
(if you meant that we should also have had Test 1 after Discover install successful so that it read:

Discover install successful.
Test 1
Test 2
then OK, but the testing instructions weren't clear for me - sorry ;(
