Pull Request resolves #33432

• I read the Generative AI policy and my contribution is either not created with the help of AI or is compatible with the policy and GNU/GPL 2 or later.

Summary of Changes

Based on the previous discussion in the issue and earlier pr attempts, I have kept this fix intentionally limited in scope.

This PR updates only the three action dropdowns where Disable appears together with Delete or Uninstall. In those dropdowns, Delete or Uninstall now uses the exclamation-triangle icon so it is clearly different from Disable(X).

Also this PR does not change the global delete icon mapping.

Testing Instructions

Navigate to:

System > Update Sites > now select an item , open Actions, and check/verify the icons.

System > Manage > Extensions > now select an item, open Actions, and check/verify the icons.

also

Users > manage > now Select a user, open Actions, and check/verify the icons.

Actual result BEFORE applying this Pull Request

In these dropdowns: Disable and Delete or Uninstall used same X icons.

Expected result AFTER applying this Pull Request

In these dropdowns: Disable and Delete or Uninstall are clearly differentiated ie Disable keeps the existing icon and Delete or Uninstall uses exclamation-triangle.
