The label was inconsistent:
"Send an Email" was used in one place while "Send Email" was used elsewhere.
The label is now consistent across the UI:

I suggested the change to maintain consistency across labels, but I understand the distinction between heading and button usage.

Send an Email is correct english to use as a title
Send Emial is correct english to use as a button
So nothing needs to be changed
