The associated Pull Request by @bembelimen-ai has at least nothing to do with this issue.
The PR is a perfect fix for the issue, but needs to be expanded for com_content

Hi, I would like to work on this issue.
From my understanding, the problem seems to be related to the ordering of the “Images” and “Links” fields in the Articles Options (Editing Layout), possibly defined in the form XML file.
Please let me know if this approach is correct. I will proceed with investigating and submitting a fix.

As far as I can see, the only issue here is that the options which are only shown when either the "Frontend Images and Links" or the "Backend Images and Links" or both are selected are ordered so that link-related options with URLs come before image-related options, which does not fit to the "... Images and Links" in the previosly mentioned 2 options' labels.
That is for sure not a bug, in the best case it is just an UX issue.
We could also just change the 2 labels to "... Links and Images" to fix this.

Correct, its a UX issue.
I used the Bug-Template as its not a Accessibility-, Feature Request- or Security vulnerability Issue and there is no UX-Template.
We could also just change the 2 labels to "... Links and Images" to fix this.

You are misunderstanding. The option to display images and links is nothing to do with the settings below it
