Summary of Changes
With Joomla 7.0 we are going to introduce several backwards compatibility breaks, similar to the changes from 5.4 to 6.0, and this plugin will help to soften the transition here. The behavior is similar to the switch from 4.4 to 5.0 and from 5.4 to 6.0...

You right @richard67 but it looks like a good solution to have the plugin installed if you update form 6.2 when we don't have a compat plugin yet.

@Hackwar This PR is not right.
We have to introduce the J7 b/c plugin already in 6.4 so we can make sure that it is enabled before updating to 7.
Same as we did with the J6 b/c plugin: We added it already in 5.4 as an empty stub which does nothing, and in J6 we only changed the code.
So the update SQL scripts here are not really right. They should not be there.
