You right @richard67 but it looks like a good solution to have the plugin installed if you update form 6.2 when we don't have a compat plugin yet.

@HLeithner Hmm, yes, might be needed as intermediate solution at least.
@Hackwar This PR is not right.
We have to introduce the J7 b/c plugin already in 6.4 so we can make sure that it is enabled before updating to 7.
Same as we did with the J6 b/c plugin: We added it already in 5.4 as an empty stub which does nothing, and in J6 we only changed the code.
So the update SQL scripts here are not really right. They should not be there.
