Pull Request partially resolves #47231 .

Summary of Changes
The string COM_WORKFLOW_GRAPH_STAGE_DEFAULT was missing from the language file and also not loaded into the js using default_texts
Testing Instructions
Its a little tricky as this text is in a visibly hidden section but the easiest way is to check the generated source of the page
Find the section beginning and then remove the class visually-hidden from the section id="workflow-stages
