Would be good to also recommend that they update the title to include the joomla version number AND maybe ask "are you sure you submitted this pr to the correct branch?" with a link to the relevant information in the readme

The first thing contributors should do when having created their PR is to check the changes on GitHub. We have many new contributors in recent times who seem to manage their PR completely from their IDE so they do not see when they mess it up e.g. with wrong editor settings for indentation.
This is missing here in the message.
As said, this is the first thing they should do.
Furthermore, the message says their PR will be in draft mode at the beginning. This has never been discussed in the maintainer team, so I wonder where that comes from.
