The Back to Top link in templates/cassiopeia/index.php is not within a landmark. This gets flagged by axe DevTools. The fix seems easy - just move the block starting on line 248 into the site-grid block ending on line 238.
This may be a suitable item for PBF!
To test:
- Go to System / Template Styles / Cassiopeia
- In the Advanced tab set the Back-to-top Link to Yes
- Save and go to a frontend article that is long enough to scroll so that the link appears at the bottom right
- Scan with axe DevTools

It should be an appropriate landmark and not just a random landmark to make an automated test pass

Also the link we have currently is not accessible. It goes to an imaginary #top whereas it probably should go to the top of main
